Laos's Monsoon wind farm exports power to Vietnam as nearby residents face outages

The $700 million project is Asia's first cross-border wind farm and sells all its electricity to Vietnam. Residents near its turbines say it has brought roads and better access to water and healthcare, but they still experience outages during heavy storms. A Laos official says 10 to 15 other wind projects are under development nationwide.
