Ukraine may decriminalize adult content and tax it to help fund the war

Decode Conflict says Ukraine is considering decriminalizing and taxing its underground adult content industry to raise wartime revenue. In its September 26, 2026 account, it says the legislation passed its first parliamentary reading in July but had not yet become law. It cites lawmaker Yaroslav Zhelezniak’s estimate that the sector could generate roughly $25 million annually in taxes, potentially equivalent to the cost of about 30,000 military drones.
