I think one can spin this into a pedestrian misuse concern, but I think he's been made aware of AI misalignment discourse. More importantly, he announces that in the 15th Five Year Plan (so, 2026-2030) China is going to invest into creating "thousands of opportunities" for AI application in countries that would otherwise be left out to dry, and commits that China is ready to take a "more visionary role" in steering AI progress. The de facto leader of one of the two protagonist civilizations on the planet has stated his theory of AI for the period when we expect to undergo takeoff.
