@deanwball It really depends on whether we mean US-only or US-China. For US-China, we’re inherently in a voluntary situation where someone will opt out at some point given that both are nuclear powers.

assuming this is wholly voluntary, sure, but the downside to legal actualization is that you’d need to hard code a resume button if you want the ability to resume. And if it’s wholly voluntary, the resume button is provided by the fact that someone would probably opt out. If not a current player, than a new one.

@deanwball @yonashav You don't need to hard code the button in advance, you can exit deals via mutual agreement. But the legal regime means that in general they can't exit via unilateral disengagement, since the other players will push for enforcement.

@deanwball @yonashav Instead, fears of overregulation ensured we don't now have the capability to enforce a pause; we don't have robust tracking of chips, we don't have monitoring or registration of training runs, so we don't have a clear way to impose rules even once everyone agrees they are needed.
