More like "missed-ventures". IMHO, very unfortunate. The US had the opportunity to slow-roll Huawei while ensuring Nvidia stayed dominant and helping our deficit. Instead, the policy only led to an acceleration of indigenous capability for China. They were going to continue to develop sovereign chips anyway, but by restricting exports of Nvidia, it only created more urgency.
