arXiv limits submitters to two submissions per calendar month

arXiv says its October 1, 2026 policy caps submitters at two submissions per calendar month across all categories. Rejected submissions count toward that limit, and the existing limit of three active submissions remains. arXiv reported 40,363 submissions in September 2026 and almost 9,000 support tickets. It says AI tools are contributing to a rise in low-value papers that burden volunteer moderators.
