ASML is Europe's most valuable technology company and the world's only supplier of extreme-ultraviolet lithography systems, which chipmakers use to produce leading-edge processors. Its machines are built in Europe, but its biggest customers and most aggressive factory expansions are concentrated elsewhere.

Frank Heemskerk, ASML's executive vice president for public affairs, said the company was selling “absolutely nothing” in Europe because the region was not investing at the needed scale and was not building enough chip factories. Bloomberg also reported the remarks.

Heemskerk argued that European policymakers should do more than subsidize the supply of new manufacturing capacity. He wants the EU to aggregate or guarantee demand for European-made chips, giving manufacturers an economic reason to build or expand fabs that could become customers for ASML's equipment.

Europe still has factories, but not many leading-edge buyers

The zero figure does not mean Europe has stopped making chips. Intel is expanding in Ireland, the TSMC-backed ESMC venture is building a fab near Dresden, and Infineon opened a new power-semiconductor facility in Dresden in 2026.

Tom's Hardware notes that these projects are generally smaller than the leading-edge buildouts underway in Taiwan, South Korea, the United States and Japan. They also tend to focus on mature or specialized processes that do not need ASML's most advanced EUV and High-NA EUV systems. The gap behind ASML's warning is therefore about the kind and scale of European semiconductor demand, not the total absence of chip manufacturing.
