Peter Thiel is deliberately distorting the Pope’s words.
The Pope’s speech was not about regulating AI for the sake of regulation, or out of some irrational fear of technology. His point was that he fears the history of slavery could repeat itself - only this time in a far more terrifying form, one that may become impossible to abolish.
Because a group of people like Thiel, using AI, are trying to build a system that could become worse than slavery. The Pope was warning precisely about this: we must control whose hands AI ends up in, so that people like Thiel cannot realize their dream of building techno-feudalism - something they barely even hide anymore.

Your pope calls for AI to be disarmed, but his activities focus only on the Western side and his advisors all target Thiel, not Xi Jinping. Palantir is not a centralized database, while in China such an approach is both legal and public.
