Highest rankedI just like the foresight of the name "lesswrong" because that really is the right framing for everything that will ever matter about AI. (I know that was its name long before this, but especially now!). I don't get the sense that the AI2040 team is aiming for "yay, we have the solution". But, rather, "what is most likely a scenario that strategically places every important player and adversarial dynamic in the right balance to where AI can grow with the least downside to humanity?". I could be (more)wrong, but it seems to me like the smartest minds in the room understand what they wrote: Plan A is the least wrong out of all the other options.
via XIt seems to me like what is intended is a strategic first snapshot for all parties to land on. Mutually-assured positive impact for following the hardest-to-follow conditions. Mutually-assured terrible outcomes and costly ones, for trying to game the initial agreement. From there, if all parties follow that, conditions change as the world-with-SAI changes. That could be viewed as iterative. I can see the importance of being firm on "what is the actual plan" but I think part of the in-built intelligence of the group is that this is the best clarity anyone can propose on this side of AGI, in preparation for uncontrollable SI.
