Companies will be making the best models, depends if you count nationalized labs. The cost of training models is not insurmountable for many companies. Some use open as a strategy. I don’t see these equilibriums changing. Govts more likely to nationalize closed models if they re leading. Smaller countries will be open sure but models will be second tier so not forced communism?
