I've just spent a weekend rereading the 9/11 Commission Report. Given that, I'm struck by how many times the report calls out the decision to keep airline security screening private and limited in its scope as a failure point that enabled the attacks. I don't think this is fully fair as an analogy! Many risk-reducing measures are privatized in our society (e.g., insurance pushing for fire mitigations)! But I do want to predict now that, the day after a major AI-enabled disaster, any voluntary arrangement will _almost certainly_ get criticized for not being government-run and not being systematic enough.
