What offends me most in rationalists is that they hold empirical reality in contempt. It really is like "rationalism" of medieval philosophy. Their theory of how the CCP would react to AI was just "they're dumb; when they learn more they'll think like us". No interest in what Xi has said, in the CCP's previous policies, just headcanon about "suspicion for software companies" and "trying to avoid" an AI push (as opposed to semiconductors; what do they think semiconductors are about, washing machine chips?), some "hawks" (making up hypothetical factions). They can't conceive that the CCP is not some clique of opportunistic midwits but a very large and demonstrably very serious organization capable of listening to industry experts and forming its own proactive, coherent theory of action and strategic development that *differs* from that of rationalists. I respect truth and I'm interested in what the CCP actually believes regarding AI and otherwise, and why. Accordingly, I'm much less surprised by recent developments.

Correct, but not special to them. Americans are extremely solipsistic in general, they can't wrap their mind around idea of different Weltanschauung so can't investigate it either.
