Cloudflare CEO Matthew Prince wants to replace a weakening bargain at the center of the open web. Search engines once sent readers to publishers that could sell ads or subscriptions. AI answer engines can consume the same material while sending far fewer people back, leaving sites to carry the cost of producing information and serving automated traffic.

In a Decoder interview with The Verge, Prince proposed a different exchange: human readers could continue to access much of the web for free, while bots pay a tiny amount each time they retrieve information. Particularly valuable reporting or research could command a higher price.

From referral traffic to machine payments

Prince said Cloudflare's measurements showed automated traffic passing human traffic in May 2026, much earlier than the company had expected. He also forecast that bots could generate 1,000 times as much traffic as people within five years, while acknowledging that his previous timing estimates had been wrong.

The problem is not simply bandwidth. Bots do not view ads, and an AI answer can satisfy a request without creating the visit on which a publisher's existing business model depends. Prince argues that a small access fee could both constrain wasteful machine requests and move money back toward the sites supplying useful material.

Cloudflare is unusually positioned to attempt that because its network sits in front of a large portion of the web. Prince said the company reaches more than 20% of sites and is working with payment companies including Coinbase and Stripe. Cloudflare has separately described controls that let customers distinguish search, agent and training crawlers, then decide which kinds to allow, block or charge.

The intermediary problem does not disappear

The proposal still has to solve the hard part: deciding who gets paid, how much information is worth and which automated requests qualify. The Verge also pressed Prince on whether creating websites remains attractive if bots become the primary audience, and on the special problem posed by Google, whose crawler can support both search referrals and AI products.

Cloudflare's plan would give publishers more leverage than an all-or-nothing robots.txt choice, but it would also put Cloudflare near the center of a new market for online information. The company still has to prove that smaller sites can participate, that AI buyers will pay at meaningful scale and that the payment layer will reward original work rather than merely shifting power to another gatekeeper.
