Tower Semiconductor plans to make Japan its largest manufacturing hub for optical communications chips, Nikkei Asia reports, as the company expands capacity for components used in AI data centers.

The project has a forecast scope of $4 billion. Tower's own disclosure says the company expects to invest $3 billion, with another $1 billion coming from Japanese government grants.

Two expansion tracks in Japan

The first track repurposes Tower's Arai facility for 300mm silicon photonics and advanced packaging while increasing output at its Fab 7 plant in Uozu. Tower says that portion is expected to reach full production readiness in the fourth quarter of 2027.

The second track calls for another 300mm manufacturing facility beside Fab 7. It is designed to produce silicon photonics and silicon germanium components, technologies used to move data at high speed and to support optical links inside increasingly dense AI systems.

The company says the expansion responds to accelerating long-term customer demand. The disclosures do not name customers or break out how quickly the full $4 billion will be spent, so the investment should be understood as a multistage capacity plan rather than a single factory opening.
