1. Middle powers have already shaped AI development. The UK's AISI became the world's leading evaluator of new models in two years. The summit series got companies committing to publish safety frameworks. The EU AI Act + Code of Practice moved frontier developer behaviour.

6. They can work together, without great AI powers. Options: recognise EU GPAI compliance unilaterally, push for a new round of company commitments at the 2027 Geneva Summit (e.g. on how companies use AI internally), pool bargaining power in a frontier-model buyers' club.
