@AndrewCurran_ That does not follow. It depends on how the admin is using ‘foreign national’. Usually, a lawful permanent resident (EB1) is *not* a foreign national. This is so in the export controls context (see ITAR). So, probably Karpathy is fine.

Please please tell me some of the common sense people in the Trump admin are able to remove this US citizens prohibition to at least US permanent citizens 😫

@IbrahimDagher20 I believe under national security this extends to all non-citizen's, but I am not a lawyer, and my legal counsel is from the firm Claudius, Grokky and Chatty.

@AndrewCurran_ Right, but Karpathy is not a “foreign national” Anthropic employee. He’s a lawful permanent resident, which (in most legal contexts) doesn’t count as a foreign national.

@AndrewCurran_ There is zero change the administration intended to stop them from letting AI researchers at Anthropic use their models. This is the sort of thing libs do with every Trump action, tech twitter did it with changes to visa processing a few weeks ago

@AndrewCurran_ It’s certainly possible the Admin means noncitizen (lawful permanent residents are foreign nationals in some regulations, like 31 C.F.R. § 800.221). Though this is the less common definition. But time will tell.

@AndrewCurran_ @IbrahimDagher20 It's an "is-informed" letter that BIS can issue to any company/person to tell them that their item (hardware, software or technology) is subject to restrictive export controls. Most likely issued under EAR 744.21(b).
