One of the load-bearing ideological assumptions of the American policy is that the Chinese are indeed "Indians". But it's not about China or India. The whole world outside the US (except Israel, the land of startups!) is written off as a shithole with no opportunities to build.

The saddest part of the cope is the assumption that some individual researchers are Jenga blocks, to be poached out of the fragile CCP machine. In reality we see desperate poaching wars in America. hint: it's not because these guys are *that good* they're that *scarce*
The China-specific part is that for them this isn't true, in every domain at once and at very large scale.
