I think one difference between Chinese and US ecosystems that is obfuscated with talk of "involution" and "overcapacity" is that the CCP wants competition and multiple redundancy, so they don't get "national champions" like SpaceX. in time they'll even have multiple EUV stacks.
They might be overdoing it in strategic sectors (well, provinces are, and the center isn't excited, so opposes involution too. it's a specific version of the tragedy of the commons). But I think that even with better control, Beijing still wouldn't allow any irreplaceable giants.
