All machines have TPMs. Make MS, Apple & Google force biometric logins only. Require AV turned on and push signatures scanning for local models, agent harnesses, etc. (Apple has already flagged Codex on my boxes multiple times on NPM vuln). Force all harness releases to only support US models that have been cleared. Cleared models all post-trained on 3-letter agency stack. Make Internet Providers responsible for flagging and probably storing non-compliant traffic (say, file-sharing or anything from Linux boxes).

Yeah, you can still get around it, and your AI can help you get around it, but the bar will be high enough to turn your traffic into a signal that stands out from the noise. Then they start the rumors that models that rat you out are being seeded.
