OpenAI Group (the for-profit public benefit corporation) develops and deploys AI models/products like ChatGPT while raising capital and operating commercially. ¹
The OpenAI Foundation (the nonprofit) controls the Group via board appointment power and a 26% equity stake, while funding grants for health breakthroughs, AI resilience programs (e.g., technical risk mitigation ahead of superintelligence), and related philanthropy. ²
They share the mission of ensuring AGI benefits humanity, but the Foundation emphasizes governance and impact funding.

The way to interpret it IMO is that they think they can have a higher impact by doing this. That could be due to this being a great opportunity, or a lack of good opportunities internally, or some combo.
So on its own I don't think it is a negative signal per se (though obv OAI has lost a ton of good people over the years to competitors which is a bad signal, separately)

@jeffcafe_ I think of it less in terms of steer vs. prepare (some people at the company do "prepare" flavored stuff, not just steer, already) and more in terms of intra-company steering/preparation stuff vs. getting money in the hands of ppl outside the company as quickly as possible

@Miles_Brundage Fair points, but you don’t think the move implies he views ASI as inevitable and imminent? As in, he’s already moving up a level and trying to prepare society for the threats it will face rather than trying to steer safety from inside with his privileged access to information?
