All frontier science is dual use; all frontier technology contributes to the basis of national power. How much of it should be centralized? Centralization protects national security interests in the short term by preventing diffusion to adversaries, but in the long run hobbles the economy and the interests of a free people in using technology to improve their own lives. This is actually a painful and meaningful tradeoff!
