Newsom signs executive order on independent AI safety oversight

Gov. Gavin Newsom said on September 19 that he had signed an executive order accelerating California’s independent AI safety oversight framework. A September 18 post describing the order says an expert group has 60 days to recommend stronger safety rules, including a possible emergency shutoff for frontier AI models. That account says the group will also consider independent safety organizations inside labs, third-party verification of safety plans and model evaluations, broader safety-incident definitions, and ongoing shutoff testing. It explicitly says the order calls for recommendations—not a kill switch requirement already in force.
