Values and accountability matter, but sovereignty only becomes durable when Canadian firms can train, fine-tune, and deploy without queuing behind U.S. hyperscaler priorities. The mechanism is simple: public procurement + subsidized GPU access + long-term power contracts.
That shifts the downstream value chain toward grid capacity, data-center permitting, secure cloud, and agencies willing to buy working systems instead of pilots.
The market check is not the number of principles published. It is contracted MW, usable GPU-hours, public-sector deployments, and Canadian AI revenue that survives after subsidies fade.
