The different Commissioners are required to have various types of expertise (AI, labor, fund management, etc). Of the 7 Commissioners, 4 must be appointed by POTUS from a list provided by the Senate majority leader, and 3 from a list provided by the Speaker of the House.
That Commission would consist of 7 members with 5-year terms and some fairly commonsense requirements around conflicts of interest. No more than 4 Commissioners can be from the same party. They are nominated by the President and confirmed by the Senate.
