NFL clarifies celebrations depicting drinking a beverage won't draw discipline

TomPelissero and AdamSchefter say the NFL clarified that celebrations depicting drinking a beverage won't be violations or result in discipline. RapSheet says the NFL and NFLPA issued a joint statement on celebration penalties and that a call, not a fine, will be the first move. JCTretter says all 20 celebration fines from Weeks 2 and 3 were appealed, with some overturned, and the league will seek to educate players before defaulting to fines in gray-area cases.
