Its analysis found that a cap would cost consumers more than landfill taxes, but did not consider health and the environment under business as usual. Steve Fletcher, who leads a plastic-pollution research initiative at the University of Portsmouth, told Chemistry World the results seem less surprising once you look at what the study included and excluded.
