Activision says it was not satisfied with every part of Call of Duty: Black Ops 7 and is changing course after hearing from players.
“I don’t think we were happy with every aspect of last year’s game, and we heard the feedback loud and clear,” chief marketing officer Tyler Bahl told The Game Business.
What underperformance looked like
The Game Business reported that Black Ops 7’s European launch was 50% below the previous year’s title. In the US, it finished 2025 at No. 5, Call of Duty’s lowest year-end position since World at War in 2008.
Black Ops 7 arrived in 2025, one year after Black Ops 6. That repeated the back-to-back pattern of Modern Warfare 2 in 2022 and Modern Warfare 3 in 2023.
Bahl said the approach was not what the community wanted. Players were asking for “something fresh,” he said, even though the sequels changed settings and introduced new features.
Activision’s response
Activision is positioning Modern Warfare 4 as a response to that feedback. Bahl described the upcoming game as a return to a grounded, cinematic military shooter with the edge the series is known for.
