GTA 6 cloud-streaming exclusivity claim faces a reported denial

A post says The Verge claimed only Xbox Cloud Gaming could stream GTA 6 at launch. The poster suggests that could rule out Xbox Cloud Gaming streams to PC, but says the wording is unclear. The post also says Rockstar has not announced a PC version.
