Conflicting file size guidelines on Web

Hey - I might be too much of a smooth brain to get this, but the file-size requirements on the web version seem to contradict themselves. Can it be 20MB or 10MB? Or, can it be multiple, sub 10MB files that add up to 20MB? Or something else?
