What platforms will community creation and management be available for?

As already announced community creation is now finally coming this month and I am really looking forward to it, honestly, I can barely wait.

Currently, I am still using a Samsung Galaxy S8 and the Digg application is simply not available for it, with this the following question came to mind:

Will community creation and management be available for both the mobile app and desktop web browser?
