Need more robust feedback options for reporting a user

As the current tool functions, you can only select a list of predefined reasons. We really should have the option to follow up in a text input. Example: I found a bad faith user trolling in some comments, but nothing explicitly bad was said. Then I noticed their profile picture was an AI image of Sydney Sweeney doing a Nazi salute.

I should be able to 1. Report user for hate speech and 2. Follow up specifically what the reason is to give admins context
