Burying a post and how it's not a "disagree" button

Surely I am not the only one who gets annoyed when you have an opinion about something and it turns out that others don't share that opinion. Which is well and fine, but many people on reddit seem to think that downvoting an opinion they don't agree with is a fine thing to do. Well...I don't...especially since reddit has rules against dointg so, but more often than not make no moderation action on those types of things. What is Digg's approach to "Burying" content. How do you intend to prevent people from downvoting content just because they disagree with it. I am under the impression that any content (unless it's illegal) should be had here. Whether or not I agree with it or not, the option to post what you feel should be here without being downvoting. One option I had in my mind is if you bury a piece of content (whether post or comment), you're forced to make a comment about your downvote. Is this something the community shares? Or am I just being a big baby about it?
