Communities at this early stage

I have no desire to be a long term community owner. However I found an interest which is not represented on here yet. I don’t want to steal it so to speak but I also want to plant the flag for others coming in from the wasteland. So what happens if you start a community. Can you give away the keys to the kingdom later? Does the original creator need to keep active in managing it forever?
