We could make up regulations like requiring data centers to be energy and water neutral, but this wouldn’t actually resolve the objections. The haters were just move on to a new bullshit excuse to hold back the future.

1) Our adversaries probably want us to build less AI capacity but are also often goofy goober and bad at this stuff. 2) General degrowth/anti capitalist sentiment has been on the rise since the early 2010s. I could've predicted in college in 2011 that my generation wouldn't have been excited about a DC buildout. 3) Is all the other stuff people are NIMBY about also from China? Western MA groups are trying to shut down solar and battery facilities. Matches a lot of the same patterns for something way more clearly beneficial. IS that China too? 4) The articles I've seen about this bring up groups that I just never see come up in conversations about data centers. I don't see their influence as someone who thinks about it a lot.
