Waymo’s first step in Toronto will put people behind the wheel. The company announced on Oct. 16 that it plans to begin manually driving vehicles through the city in the coming days, ahead of a fully autonomous ride-hailing service it hopes to open to riders in 2028.
The initial work includes high-definition mapping of local streets and testing with trained autonomous specialists driving the vehicles. Waymo describes that validation period as preparation for Toronto’s distinct driving conditions. The near-term street activity is groundwork for the planned service, rather than the start of driverless passenger rides.
For fleet operations, Waymo is partnering with Toronto-headquartered Element Fleet Management, which it says will provide end-to-end fleet management services. Waymo also plans to invest in local facilities. Together with Element and its other partners, the company expects to invest in hundreds of roles over time, including fleet maintenance, validation driving, customer service and other operations supporting the service.
