This isn't the same deal. For one it's about acquiring chips, not models. For another it's with a different entity - OAI's deal wasn't with the NSA. Deals also can and often are massaged enough that they're effectively similar even if optically different. Here, all parties say they're in the right right, and all of them do roughly the same things. So without seeing the actual contracts I just dislike random updates as if one party is the shining light of civilisation and the others are just unscrupulous bastards. If one's to be rational then one should update from evidence and company PR is very weak (and often contrary) evidence. With that said, I'm perfectly willing to accept that that one deal might well be better than the other, but prima facie to accept the answer is not how one should update on credible evidence.
