Starlink treats early communication as a requirement for safe satellite autonomy

Starlink says constant communication makes this kind of autonomy safe. Early contact, it says, lets it take responsibility for maneuvers, publish orbital data faster than ground radar can catalog an object, and deorbit and keep commanding the object through its demise if needed. It treats early communications as a requirement, not a nice-to-have.
