    TLDR

    Paul Graham posted that preventing companies from building data centers in America would not slow the overall rate of AI progress. It would only slow progress inside the United States. Matthew Barnett replied that the policy would still slow AI progress modestly, because data centers cost more to build outside the country and therefore would not appear at the same pace elsewhere.

    @paulgPreventing companies from building data centers in America wouldn't slow down the rate of progress in AI. It would merely slow down the rate of progress in AI in America.
    @MatthewJBar@paulg I think it would slow the rate of progress in AI since building data centers elsewhere is more expensive (otherwise they'd already be built elsewhere). That said I doubt the effect will be very large, e.g., it won't cause compute to grow half as quickly than the counterfactual.
