Conceptually, if we take misspecification (the genie problem) to its logical conclusion - any prompt you give can be misinterpreted and executed badly. You either intentionally underspecify and let the AI bring its own values and ideas with it Or you want AI to be so good at understanding what you want that the only prompt you give it is the empty string.
