If AI research were fully automated, then competing on the frontier of AI capabilities would be entirely a game of accumulating enough chips and capital. This might let many other countries compete that today cannot because they aren't centers of talent (e.g. the middle-east)

Yeah that might be right, there isn't really a good reason. I guess since I'm imagining a situation where somehow the model itself that is capable of RSI has been shared widely, there's also some baseline level of data availability that's also been shared, but idk not thought through
