True. Restrictions create their own demand.

Ban a product → people want to access it anyway → market for routing tools explodes → More people have the infrastructure to circumvent restrictions in general.

You end up with better circumvention tools, more adoption of those tools, and the original restriction accomplishes the opposite of what it intended. Not because the policy was wrong in concept. But because enforcement against a demand that powerful doesn't work.

The same thing happened with music piracy. The restriction created BitTorrent. With encrypted messaging. With crypto. Every time a government restricts access to something valuable, they inadvertently fund the development of better tools to get around the restriction.

Export controls on AI might actually accelerate AI proliferation by creating a strong incentive to build distributed, decentralized, or offshore versions of the models.

The policymakers know this. But the alternative is doing nothing and accepting the risk. So they restrict anyway and hope the friction slows things down, even if it doesn't stop them.

It doesn't. But it does create a market for routing.

@kimmonismus ye that decision was questionable. Gave alot leverage to open source models etc and basically made people aware that US can just block access to their companies models at any time - like ppl knew about it but now it's at forefront of their thoughts.
