200 people came to the event (they had to move it away from the capital for some reason). From the interviews given to those who attended, many complained they only got Rp. 1,000-2,000 worth, with one girl who lucked out and had gotten Rp 24,000.00 (US$2.50).
My guess is that he put 18 or 19 pieces of the worthless vouchers, with less than US$1,000 of the real cash.
