There is not a single government program meant to help the less fortunate.
Not domestic.
Not international.
Every single program, every single monopoly is meant to serve those in government or some other group. It has never and will never be to the poor that actually need help.
aid to the 3rd world? Not to help them... but to funnel money to western companies to 'help' those countries (build infrastructure...) or get resources
unions? Not to help the poor... meant to help the upper middle class by prevent lower cost competition.
healthcare/education? Not to help the poor... meant to funnel money to those public sector and connect companies in the lucrative healthcare and education sector.

This is a way to get some political points, while indirectly funneling money back to your Chinese investors who helped get you elected. Its ***** like this that makes people hate the US.
We do a lot of this kind of stuff to our selves here too, subsidies and tax breaks to business to relocate and such. There is not a net ecomonic gain from this. The gains of a few are paid for by increased taxes of the many. More than likely there is a economic loss associated with this type of behaviour, because of the relocation expense and un-necessary investment in over-capacity.
