'Watering down' a drink at the bar is almost impossible to do consistently without people noticing. The practise often used by bartenders to reduce the amount of alcohol used is 'short pouring'(not providing the full measure of alcohol being paid for). Although there are no doubt some bartenders that do this consistently, either for their own gain or at the instruction of their boss, most bar staff that I have ever worked with do this only in cases of having to serve(for whatever reason) extremely intoxicated people. Can't tell you the number of times one of the owners friends in a pub I used to work at finished the night drinking straight coke when he thought he was drinking Jack Daniels!
