Today Chavez threatened to nationalize "Empresas Polar" the biggest national company in Venezuela, leaders in the food processing industry.

Farmers cannot produce food at a loss...period. They will go out of business. When gas was over $4.00 a gallon, all the food prices went up because of that one thing. Socialism fundamentally runs counter to human nature and is ALWAYS doomed to failure. People work harder wen thye realize the fruits of their labor. His point was that as much as the government can try to control various aspects of the economy by regulating prices there are always other factors at play that can make their desired regulated price unrealistic or impractical.
As someone who works in an industry that heavily relies on shipping, gas prices had an enormous impact on the cost of goods. The commercial trucks delivering to us directly started adding fuel surcharges, and UPS and FedEx rates shot up.
Not only that, but since our suppliers had to pay more for shipping to receive the inventory they provided to their customers, the price of those goods also went up before we even touched them.
So now we end up paying more for a product we sell, a cost we pass along to our customers, and then have to mark it up even more to compensate for the increased shipping that we pay on top of that. It caused prices to get jacked significantly. This does not even take into account how much overhead went up for things like heat that winter.
Now apply that same scenario to an A&P, Stop & Shop, etc... and every link on that chain between the food being grown and hitting your grocery isle.
The added fuel costs to run farm equipment.
Added transport costs to the produce distributor.
The added fuel costs from there to the supermarket.
Not hard to see how a business forced to stabilize a price could find it impossible to do so when every other aspect of doing business for them is subject to a rise in costs while they are unable to adjust the price just maintain the same level of profit.

Price controls are being done at the retail level.
1a) No staples on the shelf - as demand exceeds supply.
or
1b) Stores flatly refuset o carry regulated items, as they can't turn a profit doing so.
2) Primary suppliers (farmers, etc) are not paid more for their food - and cannot afford to produce it. THey switch to unregulated crops.
NOw - I'm no economist. Certainly, there is far more to it than this
I do know that my extended family in Venezuela regularly call each other and friends to tip them off when they find various staples in the stores during frequent shortages. Of course, if I remember correctly, food shortages were still happening even when oil prices were in the 140's/bbl (which shows you just how failed the regime's policies are).
