It's difficult to get 1000s of individuals to sign an agreement for surrender.

What you have now is some kind of ambiguous "War on Terror". You can win a war against Japan, Germany or Iraq, it's easy when you have the strongest military in the world. But you can't win a war on Terror. There's no country to defeat, no soldiers to shoot at and no leaders to capture. One part of the extremely vague sounding "get the job done" mentality at least should have always been that when the Iraqi government said get out, the US would pack up and leave. This doesn't mean that anyone who wanted all troops out was "right", especially if they were saying this a year or more ago, because it seems like it might be workable now. Just because someone said something was a good idea for years doesn't mean they are right if a new situation presents itself.
