In Pakistan, the government is trying to keep a lid on the terrorists. The fact that they are not succeeding at this nearly impossible task does not make them complicit. And Pakistan is a country that has demonstrated military restraint and diplomatic sense and so is not a threat even though it does possess WMDs.
Also, the people of Pakistan do not live in fear of their leadership... they pray that their leadership will be up to the task of protecting them.
