The fact is, bombs can be hidden in anything, so unless the police are going to freak out over every trash can or cardboard box they see, they shouldn't freak out over this. I think it is far more likely that a terrorist would just crumple his bomb up in a paper bag and leave it lying next to his target than make a complicated, glowing sign that might get his bomb noticed and defused.
