1) Built by, basically, slave labor (indentured servitude; people are recruited from Indonesia / Eastern Europe, etc. and cannot pay off their initial debt)
2) Looks like building codes are not good / inspectors are bribed (would survive earthquake?)
3) Looks like with environmental changes the temp will be in the 140s F and/or the water will rise to make the city unusable within 100 years.

I'd go with the third option: Yet another Arabic vanity project to squander their oil money.
Comparisons to Dubai can stop there though. Yemen was ravaged by civil war. It has relatively modest oil resources. One third of the population is unemployed. I think they'd be better off spending their money on other stuff. - inactive, on 08/05/2008, -0/+1yes - the google the movie Endgame
