Cut them off the utilities grid, cut off all funding, and remove all police, government officials, and citizens until they reestablish a government and setup diplomatic and economic ties. Charge them import/export fees to get fuel and resources until trade agreements are created.

Unfortunately, the U.S. wouldn't dream of helping them since their oppressor is a country that has valuable resources and also has the ability to defend themselves. The U.S. invaded Iraq because it was clear they didn't have the weapons to stop us, it had nothing to do with how badly the Iraqi people were treated. The Tibetan people have suffered worse for longer, and the powers of the U.S. and all the countries in the U.N. will never, even for a moment, consider helping them.
If China nailed Tibetans on crosses and burned them for runway lights when the flights are landing for the Olympic Games, the U.S. still wouldn't intervene. There's absolutely no human rights violations China can commit that will drive the international community to take action against them or even refuse to deal with them. Allowing them to host the 2008 Olympic Games is just proof that no matter how many atrocities they commit, they're still in a state of grace.
It's an unfortunate reality, but which countries or people are given aid has nothing to do with morality, it's about money. you are correct. As a Tibetan, it saddening to see how brainwashed "chenyu768" and other Chinese are. The facts about Tibet is alive and breathing ! Go to the refugee camps in India, Nepal...even Bhutan.
Or even take a trip to your local Tibetan community.... as you know or should know, us Tibetans are scattered around the world and we are born w/ R on our forehead (r implying refugee).
The facts are in front of us if we want to look at it. If someone like "chenyu" who clearly does not like the fact that the world does see whats going on and the people of the world are not blind and can easily be taken for a ride by propaganda by CCP (chinese communist party) like he has. But i also think that Chenyu knows the situation in Tibet and still is siding w/ Chinese gov't just because he or she is Chinese.
This is truly sad because we are all human and we all feel pain, still he/she tries best to discredit Tibetan cause for basic human rights and freedom.

The first step to stopping human rights abuses is to expose them, I doubt many Chinese are aware that China did anything wrong in Tibet. The fact that we are aware of human rights violations of our own people is very different to China. Atrocities are at least exposed even if the american people don't have the will to do anything about them.

China has put a cap on how many monks to allow for a temple and if my memory serves me correct, China has put regulation to allow re-incarnated Buddhist lama to be recognized through Chinese religious department.
